Jocelyn
M. Rowe is the Principal of Rowe Global Consulting
Group, LLC, a woman-owned small business specializing in
strategic guidance. Her areas of specialty include partnerships
and donor relations, public outreach, and development and
fundraising.
Previously, she served as the director of International
Marketing for the Management and Training Corporation (MTC),
where she directed MTC’s international workforce development
and job training projects with the United States Agency
for International Development (USAID), other multilateral
organizations, private for-profit and not-for-profit organizations.
Prior to joining MTC, Jocelyn served for almost five years
as Executive Director of USAID’s Advisory Committee
on Voluntary Foreign Aid. Convening NGOs, business groups,
universities and advocacy groups, she represented the Committee
at USAID and US Government forums on private public partnerships
and civil-military relations. Before coming to USAID, Jocelyn
served in the Administration for Children and Families at
the U.S. Department of Health and Human Services. She managed
projects related to family strengthening, funding for faith
and community-based organizations, and other initiatives
for at-risk youth and low-income families. She also served
on Capitol Hill as a senior legislative assistant to Congressman
Chris Smith of New Jersey, managing his portfolio as Vice
Chairman of the House Committee on Veterans Affairs. She
also worked for Congresswoman Linda Smith of Washington,
with a portfolio of issues that included foreign affairs,
welfare reform, education, and budget and taxation. She
completed an MBA from Georgetown University in 2012 and
studied at McGill University as an undergraduate.
